Oplan Clean Riders & Helmet Law in Dumaguete City

Since almost a week ago, the Police Office of Dumaguete City along with the help of some task forces officers helped in conducting the Oplan Clean Riders in the city. Along with the implementation of the Helmet Law under Republic Act 10054 of 2018 known as the Motorcycle Helmet Act.

Oplan Clean Riders in Dumaguete City

The growth of motorcycle riders in Dumaguete City is growing day by day. Police Officers are worried about the recent motorcycle and carnapping that has been going on over the years. To assure safety, they conducted an Oplan Clean Riders Inspection last September 11, 2018, around 3:00 pm.

This conduction also took place to implement Anti-carnapping Operation and Oplan Disiplinadong Driver. The inspection totaled to the confiscation of 19 driver’s license and impoundment of one motor vehicle and seven MCs. A total of 27 TOPs for the following violations were also recorded: No DL – 8, unregistered – 4, not wearing helmet – 25, failure to carry OR/CR – 7, mv with defective accessories – 4, RA 10666 (Providing for the Safety of Children Aboard Motorcycles) – 1, RA 8750 (Act Requiring the Mandatory Compliance by Motorists of Private and Public Vehicles to Use Seat Belt Devices, and Requiring Vehicle Manufacturers to Install Seat Belt Devices in All Their Manufactured Vehicles) – 1, & reckless driving – 1.

Motorcycle Helmet Act – Republic Act 10054

The Motorcycle Helmet Law is the act requiring the wearing of helmet by motorcycle drivers and passengers. The decision penned by Hon. Neciforo C. Enot, Presiding Judge of RTC Branch 44 of Dumaguete City upheld the helmet law as a valid exercise of police power. Police power is the power of the government to prescribe regulations to promote the safety and protection of the general public. The mandatory requirement of use of a helmet is a protective measure intended to protect motorists and its passengers from fatal and life-threatening head injuries resulting from the accident and/or crashes on the road.
