Looc Barangay Captain surprised on shoreline survey

The survey of the Philippine Ports Authority (PPA) along the shoreline of Barangay Looc was terminated due to lack of authorization from the said barangay. An engineer from the PPA explained that they conducted the shoreline survey for a construction purpose that will be used as an exit road for cargoes.

Looc Surprised

Barangay Captain Angelita Ragay confirmed that the council was not informed nor given courtesy of the said shoreline survey conducted by the PPA. The marine life sanctuary of the area will affect fishermen and their livelihood during the conduction of the road project. The barangay captain added that the fishermen of their area will no longer have parking space for their boats which includes the Bangka Boat given to them by the city government.

After hearing of the barangay captain’s surprised, PPA sent a lawyer who is also the engineering head and executive assistant of the port manager to explain their point of views. Lawyer Leni Arinasa said that the area is covered by Presidential Decree 1232 which gives the outlines of the territorial boundary of the Dumaguete port zone and Looc. The barangay has violated this decree and for two to three years as of now. The PPA are simply sticking by the book to reduce port trafficking and pose dangers to passengers and cargoes.

Shoreline Survey

The PPA engineers explained as well that they were just gathering data for the planned road construction. According to their topographic survey, the construction of the access road will not affect any household during the construction while their hydrographic survey will affect 10 household during the construction of the access road perpendicular to the existing Flores Avenue.

With this, Councilor Lani Ramon added that it was still a matter of respect in both ways of the barangay and the PPA. Never the less, the PPA heads said their sincere apologizes for not informing the council body of their shoreline surveys.
